War is still not the answer: Antiwar sentiment may mostly have evaporated, but war is as horrible as ever

The unelected Saudi monarchy began the year by executing 47 people. It continues to bomb hospitals, homes, and civilians in Yemen as it has done for nearly a year. In October of last year, a few weeks before the election, the Turkish state almost certainly arranged bombings in Ankara that killed more than one hundred people at a peace demonstration. The ruling party won the election, have now accelerated their own war on the Kurdish population of their country, and are targeting anti-war academics. Egypt’s current dictatorship came to power in a coup and cemented its power with a major massacre in August of 2013. Israel has spent the months since October extrajudicially executing Palestinians. When the Swedish Foreign Minister mentioned the possibility of investigating these executions, a former educational secretary in Israel suggested that the Swedish Foreign Minister should be assassinated.

All of this is to say, a quick regional roundup of very recent atrocities suggests that there are few governments in the region that have not lost the moral authority to govern. If Syria’s dictator, Assad, must go, perhaps these other governments must, as well.

But how? What if, in a moment of republicanism, the US decided on regime change in the Saudi Kingdom? What if in a fit of sympathy for the Kurds, Washington were to draw up a plan to bomb Turkey from the air until it withdrew from the Kurdish areas? Or to bomb Cairo, until Sisi resigned and elections were held? Or to bomb Israel until it ended the occupation of Palestinian lands?

Or, if they wanted to avoid open warfare, perhaps Washington could sponsor some republican armed groups in Saudi Arabia, provide advanced weapons and conduct assassinations on behalf of the Kurds and the Palestinians, arm and train the Muslim Brotherhood in Egypt, all in the name of helping the oppressed?

All of these would be horrible ideas, with horrible outcomes. The result would be tremendous death and suffering, and the intended beneficiaries of these policies, the ordinary people in these countries, would suffer the most. What’s more, it’s not clear – whatever the moral authority of the targeted regimes – that the US (or any other government) has the moral authority to go around deciding, through violence, who governs. Instead, as painful and long as the road to liberation is, it is the task of the oppressed people in the region to liberate themselves from dictatorship and occupation. What outsiders in the West can offer is not war, but solidarity – often in the form of stopping the West from helping (or being) the oppressors.

This used to be somewhat widely understood. After World War II, a body of international law was created and one of the intentions motivating it was to prevent war. International aggression was deemed the supreme crime of WWII, the crime from which all the other crimes flowed. When the US went to war in Vietnam, the antiwar movement spelled out a series of arguments, none of which depended on the angelic nature of the Vietnamese communists that the US was fighting or the Soviet Union that was supporting them. Those arguments included legal (international law), moral (aggression was the wrong means, for the wrong ends, and would cause harm to people), and practical (war would be harmful to US interests, create more enemies, be costly in economic terms and in lives). The US ruling class blamed the antiwar movement for a “Vietnam Syndrome” that constrained the US’s ability to fight wars.

Antiwar arguments held through the 1980s, through decades of covert operations. They were present in 1990/1 when the US first attacked Iraq. There were cracks in the antiwar bloc in 1999, when the US went to war in Kosovo, but among leftists, the antiwar idea remained strong. Even in 2001, when the US invaded Afghanistan after 9/11, the opponents of war held to all three lines of argumentation – legal, moral, and practical, despite the horrible nature of the Afghanistan’s Taliban government that was targeted by the US. The movement peaked in 2003, in the lead-up to the invasion and occupation of Iraq, with millions of people in the streets and the declaration that global public opinion was a second superpower – again, despite the horrible dictatorship of Saddam Hussein. Antiwar arguments continued to be made in spite of the nature of the governments targeted. Antiwar movements sought alternatives to aggression, especially the use of international law and diplomacy. They also made a deeper critique of the arms industry and war profiteering, of the power politics of regime change, of racism and indifference to the lives of people bombed, and of war propaganda and deception.

In 2011, the overthrow of Gaddafi in Libya faced no meaningful antiwar opposition. Leftists split like they hadn’t in decades over a question that had not arisen even with governments at least as bad or worse than Gaddafi’s (Saddam Hussein, the Taliban) by human rights measures. Hillary Clinton was able was able to quote Julius Caesar (who was writing about a country that his Roman army destroyed and annexed using genocidal warfare, including kidnapping and publicly murdering the opposing general at a parade) and say “we came, we saw, he died”, as a kind of joke. The moves from the beginning of the civil war to the establishment of a no-fly zone to regime change and Gaddafi’s lynching all proceeded with almost no debate or dissent and with amazing speed. A “Libya Cure” was found to the “Vietnam Syndrome”.

Today, the Syria civil war rages with about 10 countries participating, some of whom, including the US, are fighting on both (or perhaps more accurately multiple) sides. The number of people in the West – including leftists – who are arguing that war is not the answer, is almost zero. The number of people – again including leftists – who see war as the answer if it can meet this or that imaginary criterion is much higher. People who oppose regime change through war are ridiculed as naive or unprincipled.

But are they (we) ridiculous? Has the record of war really changed so much since 2011? Did Libya really disprove the many arguments that antiwar movements used to hold to? Is Syria a case of the success of war as a strategy for accomplishing something? Something other than more war and more destruction?

Here are some easy predictions: In the years ahead, we are promised austerity, poverty, violence, and ecological catastrophe. If societies want to deal with any of these problems, they will also have to deal with the problem of war, because through all this, we will also have war. As a result, people will need to develop antiwar movements. The arguments that those movements will rely on will be the same ones that are mocked today, the very same ones that used to be more widely accepted, but have somehow been forgotten.

2015 in review (at this blog)

A report on 2015 activities for readers of this blog.

I spent a fair amount of time working on a couple of books, that I am hoping you will be able to read in 2016. Although I type fast, and write fairly fast, I haven’t got the knack for getting books done fast. The truth is that the Demands of the Dead was started in 2000, and published in 2014, and Haiti’s New Dictatorship was started in earnest in 2006, and published in 2012. The two books I am working on now have start dates around 2010 and 2014. There’s a first draft of one and a half a draft of the other.

Always trying to improve my writing, so I took a MOOC at the University of Iowa on How Writers Write Fiction. It was a good time.

The Ossington Circle, Season 2, did not come out in 2015. It is in the works, and we do have plans to get the show going again in 2016. We’re going to try to raise our game on the show, with better equipment and a different style. We’ll see how we do.

I taught a course on online anonymity – how to encrypt your email, protect your chats, etc. at WISC. I also met the good people at toronto crypto in 2015, which was a good connection to make.

Mostly I focused on writing my TeleSUR columns, which covered the conflicts that I have studied and written about here: Iraq/Syria, Palestine, the DRC and neighbours, Colombia, Haiti, Afghanistan, and India. If I had something to say about an issue in North America, I also did a column about it.

The Uses of the Islamic State Group

Who is really fighting ISIS? In Iraq and Syria, ISIS faces Kurdish forces, the Iraqi Army and the Western air forces supporting it, and the Syrian Army and its allies from Hizbollah, Iran, and Russia. The Kurds of Rojava have been fighting for survival, and while outgunned, they have both political and military preparation, and something to fight for. They have been successful in their battles with ISIS, even though they have suffered immensely in the process.

The Iraqi Army? ISIS's spectacular rise coincided with the Iraqi Army's collapse. To understand this, as with so much about ISIS, it is necessary to look back at the early days of the US occupation of Iraq in 2003, when the decision was taken to disband the Iraqi Army that had existed under Saddam Hussein and create a new one. The old army had training, organization, most of their weapons, and had just reached the point of having nothing to lose. Many of them joined the insurgency against the US. Among those who did, many were killed, many were tortured and killed, and many survived. Some of those survivors, now battle-hardened veterans, are now part of ISIS. One of those who made his way through the US prison system in Iraq is ISIS's leader. These veterans, joined by al-Qaeda fighters, with Saudi and Qatari funding, and Turkish help getting across the border, have become ISIS, the force that controls a big part of Iraq and dominates and absorbs all other opposition forces in Syria.  

What about the new army, the one built by the US during the occupation? That army was built, like post-2003 Iraq, as an experiment in a new kind of neoliberal occupation. George W Bush had declared that the US occupations in Iraq and Afghanistan were not "nation building" exercises. The trillions of dollars that were spread around in Iraq went to contractors and subcontractors, and the Iraqi army was built on the same principles. Commanders bought their way in, collected money for more soldiers' salaries than he had under command, and kept the difference. Other commanders paid for their posts and recouped the money at checkpoints on the roads: the army became, as Patrick Cockburn wrote in his new book The Jihadis Return, "a money making machine for senior officers and often an extortion racket for ordinary soldiers" (pg. 51). As it turned out, the "money making machine" didn't prove especially effective as a fighting machine. Instead, as the Iraqi army fell apart and ran from ISIS in the early battles, most of the equipment they received ended up in ISIS's hands.  

What about the Syrian Army? Russia, having supplied Syria's government for years, has now entered the war on Syria's side. Lebanon's Hizbollah, with Iran's help, entered Syria to help Syria's government some time ago, judging that the fall of Syria to ISIS would be the loss of their own lines of supply and support. These forces are holding territory against ISIS, but the government's way of fighting mirrors their enemies. For several decades war has not primarily been about armies fighting each other, but about the unarmed getting killed by the armed. One siege in 2014, written about by Patrick Cockburn, illustrates this:  

"Rather than taking over rebel-held areas, the government simply bombards them so that the civilian population is forced to flee and those who remain are either families of fighters or those too poor to find anywhere else to live. Electricity and water is then cut off and a siege is mounted. In Adra on the northern outskirts of Damascus in early 2014, I witnessed Jabhat-al-Nusra forces storm a housing complex by advancing through a drainage pipe which came out behind government lines, where they proceeded to kill Alawites and Christians. The government did not counterattack but simply continued its siege." (pg. 76)

In the West, ISIS videos are used to stoke nightmares and justify police powers, and are politically valuable to fear-mongering politicians. As the collapse of Syria proceeds under the weight of the war and millions of Syrians are on the move, Westerners are being led to believe that every refugee family might be a secret ISIS cell. Local countries are hit far harder by the refugee crisis: Western countries are only taking a small fraction of the refugees.  

Despite the horrors of their videos, and the airstrikes that have been organized against ISIS, the West, and its allies, have found several uses for ISIS.  

ISIS provides Western allies Saudi Arabia and Qatar a way to advance their influence in the region against Iran. ISIS provides an outlet for the people that Saudi clerics have fired up to hate everyone but their sect, people who might otherwise stay in their own Gulf countries and take up arms.  

ISIS provides the troops for Western ally, Turkey, to fight the Kurds, who created an autonomous zone in Iraq, have recently done so in Syria and have long been trying to advance their agenda of self-determination in Turkey.  

For Western ally, Israel, ISIS bleeds Hizbollah and has helped destroy Syria, creates massive numbers of refugees, and so diverts and destroys military forces that might otherwise be facing off with Israel.  

The Gulf countries and Israel are also not taking refugees. Israeli soccer fans proudly display banners that say "Refugees Not Welcome", and Saudi Arabia is running its own murderous war in Yemen, creating refugees of its own.  

For the West, these alliances with Saudi Arabia, Qatar, and Turkey, are more important than fighting ISIS. For Israel, the possibility that Assad might be overthrown and Hizbollah harmed is more important than fighting ISIS.

Diplomatic solutions, the latest of which has been written about by Vijay Prashad, have floundered on the Western insistence on Assad's departure as a precondition. That insistence has amounted to an acceptance of this destruction over a negotiated end to the war. Syria is on its way to complete destruction. Most of its population is on the move. Responsibility for this is shared between Assad's regime and those fighting him.  

More than Gulf funds and captured weapons, more than twisted religious ideology and military corruption, ISIS has thrived because of the chaos of war and the collapse of society. ISIS will not be part of a negotiated solution, but an agreement between its Western sponsors and those of the Syrian government would isolate and contain ISIS, and make peace in the region imaginable.  

What could be more important than an end to the war and the defeat of ISIS? For the West, Saudi Arabia, Turkey, and Israel, many things: weakening Iran and Hizbollah, showing toughness to Russia, the chance of overthrowing Assad, destroying the basis for Kurdish independence. To those steering the Syrian war, these are higher priorities than the plight of millions of refugees and the destruction of several countries.

What should the West do about dictatorships? Profit from them, of course.

In 2008, a Libyan graduate student at the Arab Academy for Maritime Transport was arrested, deported, blacklisted, and banned from Egypt on suspicion of “homosexual practices”. On April 14, 2015, an Egyptian court upheld the decision, preventing him from re-entering, on grounds of protecting the public morality (1). Last December, a TV presenter named Mona al-Iraqi led a televised raid on a bathhouse in Cairo, which led to mass arrests, “compulsory medical examinations”, and prison sentences.

On April 16, 2015, Egyptian-Canadian Khaled al-Qazzaz, who was an advisor to the Muslim Brotherhood-led government of Mohammed Morsi, was at the Cairo airport with his family, having been released after nearly two years in an Egyptian jail, awaiting deportation on medical grounds. They had been promised that Khaled had been cleared of all accusations, was not under investigation, and they could leave the country – Khaled, who had been in jail since 2013, and his wife and children, who had come from Canada to get him. They were detained at the airport for seven hours, their passports confiscated, and left the airport with no information (2).

On April 11, Egypt’s famous “hanging judge”, Nagy Shehata, sentenced 14 Muslim Brotherhood members to death, and 36 others to life in prison, including US-Canadian citizen Mohammed Sultan (3). Shehata is quite a countenance, pictured always in sunglasses. Human rights researcher Priyanka Motaparthy summarized Shehata’s methods in a tweet (4) “#Egypt judge Shehata sentenced 204 people to death & 534 ppl to 7395 years in prison in just 5 rulings. Probably w/o removing his sunglasses.”

Back in February, Egypt’s president Sisi gave an interview to Der Spiegel, which provides insight into his mind (5). Given that power in Egypt is concentrated in Sisi’s hands, his beliefs have consequences. This exchange, in which Sisi explains his massacre of hundreds people in terms of a “civilizational gap” is remarkable:

SPIEGEL: What happened on Rabaa Square was a massacre in which at least 650 Morsi supporters were killed by security forces. Those events represent an abuse of power.

Sisi: I reiterate that you are judging us based on your criteria. The number of victims at Rabaa could have been 10 times higher if the people had stormed the square. And the Egyptians were prepared to do that. The sit-ins were allowed to continue for 45 days and people had to look on as one of the main squares in our capital city was totally paralyzed. We had repeatedly called on the protesters to clear out peacefully. Would something like that be allowed in your country?

SPIEGEL: Our police would not fire live ammunition. If possible they would use tear gas or water cannons. And in our country, the interior minister would have to resign after a massacre like that.

Sisi: I am not ashamed to admit that there is a civilizational gap between us and you. The police and people in Germany are civilized and have a sense of responsibility. German police are equipped with the latest capabilities and get the best training. And in your country, protesters would not use weapons in the middle of the demonstrations to target police.

In the same interview, Sisi was asked about three al-Jazeera journalists, who were still in jail after many months. His response: the judiciary is independent and must not be interfered with. The interview was published in the February 7 issue of Der Speigel, and it’s unclear when it was conducted. What is clear is that earlier that week, one of the three al-Jazeera journalists, Australian Peter Greste, was deported to Australia – freed, in other words, through some opaque process of negotiation, from the Egyptian prison system and from its ‘independent’ judiciary. Curiously, the independent judiciary could not manage the same feat for Canadian Mohamed Fahmy, who is of Egyptian origin and renounced his Egyptian citizenship because he was promised this would lead to his release. Nor of course could it manage that feat for Egyptian journalist Baher Mohamed.

Fahmy and Mohamed are out on bail and are being retried by the same vaunted ‘independent’ judiciary that put them in jail in the first place and that sentenced blogger Alaa abd-el Fattah to five years in jail (6). Since his release on bail, Fahmy has avoided any criticism towards Egypt’s government, and wondered why Canada couldn’t get him home the way Australia had done for Greste (7). Egypt’s authorities have not shown Fahmy the same consideration.

As for Canada’s government, it is primarily interested in doing a certain kind of business with Egypt. Export Development Canada is a government institution dedicated to financially supporting Canadian companies to do business overseas. It’s Egypt country page says that the EDC has assisted 65 Canadian companies, insured 89 international buyers, and done $141 million CAD of business. The disclosure page shows the companies assisted this year: the African Ex-Im Bank, Royal Bank of Canada, and Transglobe Petroleum International, Inc. (8, 9).

In other words, the same Canadian authorities that have found themselves unable to facilitate the release of a Canadian journalist arrested for doing his job, have found themselves able to facilitate a few tens of millions of dollars of business – all the while claiming implicitly that they have insufficient leverage to influence the situation in Egypt. Just enough leverage influence to profit from it, presumably.

Scott Long of paper-bird.net is a blogger who has chronicled Egypt’s descent into totalitarianism. He tells a story of how he was approached at a cafe and asked about his interest in human rights. He gave the man his contact information, but afterwards, he writes, he “cringed inside”, because he wondered whether he had just helped someone or endangered his own security (9):

Other people, foreign passport-holders among them, have been arrested for “political” conversations in public places. You don’t know if the person who approaches you is victim or violator, survivor of torture or State Security agent; or both.

That suggests more clearly than any headline how Sisi’s regime is achieving totalitarianism – something Mubarak’s clumsy and inept authoritarian rule, his iron fist of five thumbs, never managed, perhaps never imagined or tried. I see now that totalitarianism is less comprised in how the state controls your private life than in how you do. Ordinary emotions such as sympathy or compassion cease to be modes of solidarity and become dangerous betrayals, self-revelations to be regulated with sleepless scrupulosity, as though they, and not the people you suspect, are the real informers. Mistrusting yourself comes first. Mistrusting others is merely the consequence. But the self-hatred self-suppression brings – and I hated myself for my fear – demands other objects, a wider field of play. To be foreign to yourself is to apprehend foreignness all around you, to fear the stranger in the land of Egypt.

Egypt’s increasingly totalitarian dictatorship is not described that way by the countries that do business with it, even if countries have citizens who have suffered at its hands. But look at its “hanging judge”. Listen to its president explain away mass murder in terms of a “civilizational gap”. Look at its bans for “homosexual practices” and its bathhouse raids, its jailing of bloggers and writers, its murders of activists like Shaimaa el-Sabbagh, its new laws on protests. For North American governments like Canada’s, who send bombs to other countries in the region on the basis of “civilizational gap” type arguments, what is this dictatorship? A place to make money.

Hacktivism

A review of Hacker, Hoaxer, Whistleblower, Spy: the Many Faces of Anonymous, by Gabriella Coleman. First published at TeleSUR English.

On December 17, independent journalist Barrett Brown, who has been in jail for two years without trial, had his first sentencing hearing (see the report by The Intercept). Barrett Brown was threatened with one hundred years in prison for analyzing documents that were hacked from private security companies HBGary and Stratfor. Brown never hacked anything – he received the documents and was reporting on them.

Interesting points emerge from a posting by Julian Assange of Wikileaks, who reacted to the sentencing hearing. Assange pointed out that the charges against Brown were of two kinds: the first, pertaining to his reporting on the Stratfor documents, which should be protected under free expression. The other, pertaining to things he said when the FBI threatened to charge his mother unless he turned over his source material. The worst thing Brown said about the FBI agent was a tweet that read, “illegally shoot the son of a bitch”. Assange pointed out that this tweet was Brown quoting Fox News’s Bob Beckel, who called for Assange’s assassination. (Assange posted this link as proof.) Beckel has faced no FBI investigation, no legal consequences, no arrests. Barrett Brown, who quoted him, has been in jail for two years and is threatened with many more. Brown and his lawyers have gag orders against them – the prosecution told the court that Brown has shown “intent to continue to manipulate the public through press and social media comments,” thus undermining the enormously powerful government’s right to a fair chance of obtaining a harsh conviction against this independent journalist.

The Stratfor emails got into Barrett Brown’s possession by way of Jeremy Hammond, a hacker who is now serving a 10-year sentence for stealing the secrets of the private intelligence company. Stratfor is a part of a $350 billion security industry that seamlessly links government, police, and private intelligence networks. The Stratfor emails provided, in Gabriella Coleman’s words, “solid nuggets of proof that Stratfor profited from morally dubious practices, such as corporate propaganda dressed as public relations and the monitoring of activists.” One of Stratfor’s founders, Ronald Duchin, devised the “Duchin formula” for attacking movements, published by journalist Steve Horn and quoted in Coleman’s book: “isolate the radicals, ‘cultivate’ the idealists and ‘educate’ them into becoming realists. Then co-opt the realists in agreeing with industry.”

Government and corporate intelligence agencies are extraordinarily non-transparent. What the public knows about them is known almost entirely because of hackers like Hammond and Assange, independent journalists like Brown (and Poitras and Greenwald), and whistleblowers like Manning and Snowden. People like Hammond, Snowden, and Manning took tremendous risks to get these materials to the public, and Hammond and Manning and Brown, among others, are suffering greatly for it.

Neither Hammond nor Manning were caught because they made technical mistakes, even though both of them obtained their data through some technically sophisticated means. Manning’s mistake was befriending someone named Adrian Lamo, who informed on her to the FBI. Hammond was a part of Anonymous, and interacted throughout the hacks with Hector Monsegur, aka “Sabu”, who helped entrap Hammond and many other hackers when Sabu became an FBI informant.

But the arrests and jail terms were not the end of Anonymous. Anonymous’s main twitter feed, @YourAnonNews, has 1.36 million followers. Having maintained a media presence for years, Anonymous is now a powerful media organization in its own right. In addition to the Stratfor hacks, Anonymous can claim credit for exposing abusive police during Occupy, for exposing rapists and rape culture in Canada and the US, and for participating in the Arab Spring in operations against Tunisia’s dictatorship. They are currently highly active against murderous police in the US, in Ferguson and NYC. They have an uncanny ability to land on the side of the oppressed, even where many progressives flounder – as in Israel’s recent massacre of Palestinians in Gaza.

As the arrests and jail sentences show, Anonymous is just as subject to vengeance by the powerful as any other group of activists in history. And yet, Anonymous’s mystique is hard to resist: the Guy Fawkes masks, the idea of some huge number of people everywhere, with extraordinary technical skills, able to frighten the powerful, avenge wrongs, and get away with it. How could anyone begin to understand such a phenomenon?

The starting point would be to do what Gabriella Coleman did for her book, Hacker, Hoaxer, Whistleblower, Spy: the Many Faces of Anonymous: spending time in the Anonymous’s IRC chat rooms, getting to know them, studying what they do and how they do it. Coleman’s methods are anthropological, the same methods she used in her previous book, Coding Freedom: The Ethics and Aesthetics of Hacking. In Hacker, Hoaxer, Coleman helps her readers make sense of the bewildering array of actions, statements, and reprisals that have occurred in this relatively new field of activism and the unique group that has brought it so much attention.

Coleman shows how Anonymous emerged from what she calls some of the most “abject forms of trolling”, in which people anonymously did bizarre and malicious things on the internet, just for the lulz (a variation of “lols”, or “laughs out loud”). She explains the idea of the lulz the way an anthropologist would: in terms of a universal trickster figure present in most human cultures. The internet trolling done by the precursors of Anonymous, like that done in stories of mythological stories of tricksters, is mischievous, malicious, and not obviously done for any gain by the trickster (or troll). But when the lulz-seeking behaviour was turned against the powerful, what emerged was something very interesting indeed.

It started, as Coleman documents, with a campaign against the church of Scientology – a lulzy campaign that got more serious as Anons learned more about Scientology’s outrages. Anonymous’s Tunisia operations were the next big step, and Coleman immortalizes the IRC chat log of the decision to attack the Tunisian dictatorship’s servers:

Coleman follows Anonymous through the Tunisia operations, through the formation of specialized hacker groups LulzSec and AntiSec (because not all Anons are hackers), through to the FBI attacks on Anonymous and the arrests of many of its members, much of which was due to entrapment by the FBI informant Sabu.

In addition to the lulzy, trickster aspect of Anonymous, Coleman describes and explains several other fascinating aspects of the Anons. One of the most powerful aspects is the way the Anons eschew celebrity culture and apply severe social pressure to those who try to use Anonymous to become famous or build their own names. This built-in disavowal of celebrity culture, I believe, helps explain Anonymous’s credibility and, despite some of its more “abject trolling”, it also helps explain how a group of tricksters and hackers can somehow become a moral voice on a chaotic, celebrity-obsessed, and increasingly proprietary internet. Exerting effort to be anonymous on the internet is also good privacy and security practice, another issue that Anonymous has brought to light (as have activist collectives like Riseup and non-anonymous people like Lawrence Lessig, Bruce Schneier, and Richard Stallman).

In all of these respects – mischief and trickery directed at the right targets; eschewing celebrity culture; fighting for freedom and for anonymity on the internet – Anonymous shows us all, and especially leftists, things we can learn.

And in this context, Helen Lewis’s review of Hacker, Hoaxer for the New Statesman misses the point. There is much more to Anonymous, and much more to Coleman’s book, than the fact that the Anons don’t know one another, and much more to their exploits than what happened with Sabu and the FBI. Counterposing Anonymous with the “strong ties” cited by Malcolm Gladwell in a New Yorker essay about the civil rights movement, as Lewis does, doesn’t make sense. There have been very strong ties indeed (up to and including marriages, Coleman cites) made in Anonymous. And the FBI has destroyed movements based on personal relationships and strong ties using the same methods they used against the Anons: infiltration, entrapment, suborning people and turning them into informants. Finally, the civil rights movement was a different era. As Lawrence Lessig argued in his lecture about Aaron Swartz, who committed suicide when he faced 35 years for taking journal articles from a university server because he wanted to make scientific research universally accessible (transcript here):

“Compare: Martin Luther King, the civil disobedient, was arrested on scores of misdemeanors. He was only ever charged with two felonies and acquitted by an all-white jury of those two felonies because the basis for the claims were so outrageous. He did jail time, scores of days in jail. Compare him with Aaron, charged with 13 felonies, giving a federal judge the right to sentence him to up to 35 years in jail.”

Given the shocking prosecutorial zealotry in cases against hackers, it is hard to fault Anonymous (or Assange or Snowden) for not wanting to get caught trying to make the world a better place. And, as Coleman points out, even after Sabu and the FBI raids, quite a few Anons never did get caught, and are still out there.

Coleman’s book helps us understand Anonymous by revealing it to be another form of political activism: people coming together to try to fight for a better world, using, in this case, their computers and direct action, sometimes illegally (as people who do civil disobedience do). Their fights – for free expression in a world of suppression, for privacy in a world of universal surveillance, for the non-alienated use of technology in a world of corporate control, against the abuse of power in a world of police and corporate impunity – are not going away. Neither will the system, which depends on people to run it, ever be completely invulnerable against people who develop skills within it and hold on to some semblance of their conscience. There will be a need for Anonymous for the foreseeable future. Hacker, Hoaxer, Whistleblower, Spy, can show you where it came from.

A massacre in the NAFTA zone

A national day of action in protest against the disappearance and massacre of 43 education students in Mexico occurred on Wednesday, Oct. 8. The national teachers’ union made the call to protest, which was answered in 59 cities in Mexico and included a silent march organized by the Zapatistas in San Cristóbal de las Casas. Protests occurred all over the world, including Canada.

The college students from the Mexican community of Ayotzinapa in the state of Guerrero, 43 of whom were disappeared from a bus on Sept. 26, were studying to be teachers and protesting the starvation of the public system they were planning to work in. The bus was ambushed by police, probably on orders from officials in the nearby city of Iguala, Guerrero, from the director of Seguridad Publica (Public Security), Francisco Salgado Valladeres, and the mayor, José Luis Abarca. Both of these men are currently on the run. Six people were killed in the ambush, among them people on an unrelated bus, which was mistaken for a bus with student protesters and was actually carrying a soccer team.

An unknown number of bodies, 34 at last count, almost certainly belonging to these students, were unearthed in a mass grave in Iguala. The bodies had signs of torture and were probably burned alive.

Randal Archibold, writing in the New York Times, put forward the theory that the police were a part of a gang, or passed the kidnapped students on to a gang, which was strange because the students “were not known to have criminal ties.”

Canadian journalist and author Dawn Paley, currently studying in Mexico, writes, “The killers in Iguala were not drug gangs. They were cops and paramilitaries. Paramilitaries are non-state armed groups who work with state forces. There can be no clearer example of the horrors of state and paramilitary violence than what has happened to these students.” This massacre, Paley notes, is far from the only mass grave in Mexico. The New York Times report went so far as to say the country was “accustomed to mass killings.”

All of these issues are linked — drugs, crime, corruption and politics — but the key context for these killings is the use of state violence, up to mass murder, to manage social protest and to dismantle the public sphere. In this case, the attack focused on an embattled network of rural teacher education that has survived only through student mobilization, that seeks to serve Mexico’s rural population of 28 million, 20 million of whom live in extreme poverty.

The first escuelas normales were established in Mexico in the 1920s. They were a part of the country’s distant revolutionary history, where the goal was to bring public education to Mexico’s countryside and to create schools that would educate teachers and rural leaders among Mexico’s peasants. They were explicitly based on inculcating values of democracy and self-governance.

Historian Tanalis Padilla has described a pattern of violence against normalistas over many decades in La Jornada, concluding that “the lives of normalistas seem to have little value.”

The state and police certainly have acted that way. Unless people in Mexico and their friends outside, including here in Canada, prove them wrong, we can expect more Ayotzinapas.

Small Genocides

When the word genocide is invoked, many people might think of Rwanda 1994. In that genocide, the government of the country targeted a minority population for massacre during a civil war that had begun three years before, and killed hundreds of thousands of people, from both the majority Hutu and minority Tutsi populations. That government lost the civil war, and was replaced by the regime that still rules Rwanda today, the RPF government of Paul Kagame.

Others might think of the Nazi holocaust. In the holocaust, Germany invaded many of the countries of Europe, captured and killed millions of people. The German Nazi government, like the Rwandan government of 1994, lost the war, and was occupied by the very country (Russia) that it had invaded.

We remember these genocides. We remember their victims. We remember their perpetrators. There are museums dedicated to them, and academic scholarship, and media attention. We are taught the slogan, never again.

But these genocides are unique mainly because their perpetrators lost. In many cases, including recent cases, genocide has been a path to power, a way of achieving a goal. The perpetrators have power. No one is able, or willing, to stand up to them. This is frightening for the rest of us because the powerful can, in fact, get away with genocide.

Returning to Rwanda: Kagame’s RPF, which defeated the Rwandan government in
1994 and took over the country, massacred tens of thousands of Hutus in Rwanda in ‘reprisal’, in highly organized massacres. Then, in 1996, Kagame’s RPF invaded the Democratic Republic of Congo, and, directly and indirectly over the next 15 years, occupied it. The violence of Rwanda’s occupation of the eastern DR Congo has led to excess mortality in the millions, hundreds of thousands of which were from direct violence not unlike the Rwandan genocide of 1994. But Kagame remains in power, his regime is a highly unequal police state, and wealth continues to flow from the eastern Congo, through Rwanda, to the West.

In the film “The Act of Killing” (http://theactofkilling.com/), documentarian Joshua Oppenheimer meets some of the men who organized and carried out the mass political murder of hundreds of thousands of Indonesian communists in the 1960s. Oppenheimer has these killers re-enact their killings as a horror film.
At one point, he asks one of the killers, “what you have done could be considered war crimes, couldn’t they?” The killer responds: “What is and isn’t a war crime depends on who has won. I am a winner, and I get to decide what is a crime and what isn’t.” Elsewhere in the film, the killers go on television, laugh and joke about their killings with approving talk show hosts. The killings of the 1960s in Indonesia set the political context for decades to come – including the present.

The Americas are the most dramatic example. Hitler himself saw the expansion of the United States and the destruction of the indigenous populations of the Americas as a model. If the US could do it to the indigenous, Hitler reasoned, why could Germany not do it to the people of Eastern Europe? Even today, you can go to museums in the US that describe how indigenous people “left” their territories after “raids and counter-raids”. As the Indonesian general said, the winners have decided what constitutes crimes and what doesn’t. The winners have decided how history is to be remembered.

Massacres of indigenous people in the Americas didn’t stop in the 19th century. The Guatemalan civil war in particular had a genocidal character, with hundreds of thousands of indigenous people murdered by the state. The war was ended in 1996 through a UN peace process, but, like elsewhere, the victors remain in power. The president in 2012 denied that there had been a genocide.
How could there be? he asked, if the armed forces were indigenous. A report from January 2014, “Guatemala: El haz y el envés de la impunidad y el miedo”, shows how the Guatemalan establishment defends the political and economic status quo established during the genocidal civil war, through political murder, through legislation about ‘terrorism’, and through propaganda campaigns.

But these are whole states, or, in Rwanda’s case, regimes, that came to power, and strengthened their power, using genocide. But genocide can also be a tool for individual political figures.

Consider India’s current Prime Minister, Narendra Modi. He arrived in the Prime Minister’s palace from the state of Gujarat, where he had been Chief Minister since October 2001. Just a few months after he became Chief Minister of Gujarat, in February 2002, a highly organized, state-sponsored massacre, mainly of Muslims, occurred in Gujarat. The massacre was documented by Human Rights Watch in a report titled “We Have No Orders to Save You” (http://www.hrw.org/reports/2002/india/). Modi remained Chief Minister for over a decade, then, this year, rode all the way to the Prime Ministership. He has dodged all legal proceedings about his role in the deaths of 3,000 people, which helped re-shape the politics of Gujarat – and of India.
And even though, as Nirmalangshu Mukherji has written (http://www.countercurrents.org/mukherji070614.htm), millions of people are waiting for some key questions to be answered about the Chief Minister’s role in this well-organized slaughter, today Modi is moving forward with an agenda of re-making India in Gujarat’s image.

Or take Sri Lanka’s President, Mahinda Rajapaksa. He is credited with ending the threat of the Tamil Tigers, or LTTE, defeating them militarily in 2009 in what is called Eelam War IV. Filmmaker Callum MacRae gathered footage by Sri Lanka soldiers, ‘trophy’ footage of crimes being committed, and by victims, that show a pattern of slaughter of a trapped civilian population, in his film, No Fire Zone (http://nofirezone.org/). Rajapaksa has gone from electoral strength to strength, and having terrorized the Tamils, his regime is now terrorizing Muslims and even Buddhist monks.

Viewing this whole global panorama, several examples of which Israel loaned a hand (Sri Lanka, Guatemala), should anyone be surprised that Israel does not understand why it should not be allowed its own genocide against the Palestinians? And, like Modi or Rajapaksa or Kagame, Israel is being given a pass. At the end of a month-long war specifically against the children of Gaza, celebrating murders in demonstrations, in the parliament, and on social media, Israel is working hard to ensure that the Palestinians return to starvation and imprisonment, and that they have fewer means to resist the next massacre.

American writer Barbara Coloroso wrote a book, “Extraordinary Evil”,
(http://www.kidsareworthit.com/Extraordinary_Evil.html) linking the logic of bullying to the logic of genocide. Genocide, like bullying, is a crime of power, and a crime of contempt. Like bullying, genocide is an act that depends on a bully, and on a bystander. If the bully can demonize his victim, then he can demobilize bystanders who might otherwise intervene and protect the bullied.

Can anything be learned from these genocides? Yes, but the lessons are not the ones that we are usually taught. The truth will not necessarily come out. The perpetrators will not necessarily be brought to justice. People’s consciences will not automatically be activated after some horrible threshold is reached.
There is nothing so terrible that it won’t find apologists, as anyone who has had to watch one of these massacres unfold in North America, having to listen to the vilest talking points, knows. Those who commit genocide have power, and they hope to silence, or even attract, bystanders with their power. They want to use their power to get the bystander to suspend reason, fact, moral sense, and compassion. And they very often succeed.

So what can stop them? In each case, genocide occurred after resistance was broken. Whether armed or civil, it is resistance by the victim that provides the greatest chance of survival. Even if unsuccessful, resistance can help enough survive for a community to persist after a genocide. Look at the current Israel Gaza massacre, the so-called “Protective Edge”. Compared to Israel’s 2008-9 massacre in Gaza (“Cast Lead”), the Palestinians were more effective in their military resistance. Israel responded by going for mass civilian casualties and avoiding any close-quarters battles where they might lose soldiers, engaging in domestic and international campaigns to try to desensitize Westerners to Palestinian civilian deaths.

This Gaza genocide, a Western genocide, paid for and armed and covered by the West, is a test for Western bystanders. Many Westerners have sided with the bully, adopted the bully’s contempt for the victim, and in the process are helping speed up the genocide. On the other hand, for bystanders, genocide prevention is simple to understand, if difficult to enact: it means standing up to the bully, standing with the victim who is resisting, sheltering the victim and isolating the bully. Specifically, in the so-called ‘ceasefire negotiations’ and after, it means insisting that:

* The side that targets children and celebrates their deaths, killing overwhelmingly civilians (80%) does not get to proscribe as ‘terrorist’ the side that attacks overwhelmingly military targets (95%).

* The side that kills civilians must be disarmed before the side that focuses on military targets. We cannot arm the bully and insist on the disarmament of the victim. Security is for both sides. Freedom is for both sides. Full rights are for both sides.

* The blockade must be lifted, the siege must end, people and goods must be able to come and go freely from Gaza.

We have a long and arduous path to travel to make genocide no longer a rational choice for the powerful. In the West, it begins with taking a stand, even if it means risking something.

Egypt’s Gulag

On Saturday June 21, an Egyptian judge confirmed 183 death sentences for what are called, in the BBC story, supporters of the Muslim Brotherhood. Many of them are, no doubt, Brotherhood supporters – until last year’s military coup, the Brotherhood was a legal political party and, indeed, the governing party. Since the coup, the Brotherhood has become illegal, its leaders imprisoned. In April, when the initial death sentence was passed on 683 defendants, the brotherhood became the subject of one of the largest mass death sentences in Egypt’s recent history. If these death sentences are carried out, they will constitute a major massacre – the largest, perhaps, since the government’s massacre of protesters in August 2013, which, according to the Egyptian Ministry of Health, had a death toll of over 600 people.

The Brotherhood is not the government’s only target, of course. Civil society activists, the force that started the Arab Spring at Tahrir Square years ago, have been persecuted continuously by governments. One such activist, Alaa Abd El Fattah, was sentenced in absentia to a 15 year sentence.

And then, there is the crime of journalism. Al Jazeera journalists, Canadian-Egyptian Mohamed Fahmy, Australian Peter Greste, and Egyptian Baher Mohamed, were sentenced to 7 years in jail today. What did they do? They “provided a platform” for the Brotherhood. A journalist who did not quote Brotherhood people in a story about Egyptian politics would be irresponsible. But being a responsible journalist in Egypt apparently is punishable with 7 years in prison.

Another Canadian, Khaled al-Qazzaz, was a member of the ousted Brotherhood-led government before the coup last year. In jail since last year, al-Qazzaz’s court date has been moved to tomorrow (June 24).

The Western response has been ambivalent. US Secretary of State John Kerry called the sentences of the Al-Jazeera journalists “chilling and draconian”. The UN Human Rights Chief Navi Pillay called them “obscene and a travesty of justice.” Canada’s Minister, Lynne Yelich, called on Egypt to protect the rights of all individuals, including journalists.

Mixing signals, Kerry also praised Egypt’s military government and its recent electoral exercise this past weekend, traveling to the country to talk about Iraq’s civil war and to release hundreds of millions in military aid that had been frozen after the coup. “There are issues of concern,” he said, “but we know how to work with those.” Canada’s Foreign Minister John Baird visited Egypt in April, expressing Canada’s “willingness to support Egypt during this important transition.”

Despite the recent electoral exercise, Egypt is currently ruled by the same military establishment that ruled it for decades. Since the 1970s that establishment has depended on Western support. Kerry, and months before, Baird, have renewed their support at a time of kangaroo courts, persecution of journalists, and mass death sentences.

Egypt’s dictatorship for the digital age

Egypt was ruled by the Mubarak dictatorship for 30 years before the people managed to overthrow him in 2011.

Mubarak was not overthrown by the internet. Some business and technological literature claimed that, because the internet made it more difficult to keep secrets (a valid claim), the “dictator business” was obsolete. An NBC news story from February 2011, hardly unique, described the Egyptian government’s attempt to shut down the internet to slow the spread of public outrage at government atrocities, but did not really offer an argument to substantiate its title: “How the internet brought down a dictator” (Wilson Rothman, NBC News, Feb 14, 2011.)

The business professor Henry Lucas reasoned as follows: “The governments of two dictators in Tunisia and Egypt did not survive citizen uprisings that were non-ideological in nature. The people were tired of the results of the dictatorships, and they found that technology helped them organize for change.” (Lucas, The Search for Survival, Praeger, 2012, pg. 151). If ideology is a set of beliefs that govern political behaviour, then there are no citizen uprisings that are “non-ideological in nature”, and Egypt’s 2011 was as ideological as any other. Both Lucas and NBC were writing before 2013, when Edward Snowden revealed the universality of internet surveillance by the US National Security Agency, revelations that also put a damper on hopes for emancipation through technology.

But let us allow for a minute the two claims, that 1) those who mobilized to overthrow Mubarak in 2011 used twitter, facebook, and youtube over the course of their mobilization and 2) these technologies made it more difficult for the Egyptian regime to keep their human rights violations secret. Does it follow that dictatorships are doomed?

It does not. The dictatorship of Egypt’s military was restored in a coup in July 2013. So, rather than asking if dictatorships are doomed, since they evidently are not, perhaps a better question might be, how do dictatorships adapt to a situation where their citizens have platforms to communicate more freely than they did before? Mubarak ruled through the standard dictatorial methods: terror, propaganda, and selective support (especially from elites and from foreign powers). Egypt’s post-2013 dictators use the same methods, though they have adapted the balance somewhat, having learned some important lessons in propaganda, and in information-management-through-terror, from 2011.

After the overthrow of Mubarak in 2011, politics in the country split into three tendencies. The army, with business interests, elite and international connections, and tremendous resources, retained much of its power. The Muslim Brotherhood, which had maintained an organization throughout the decades of dictatorship, was a significant force. The newest grouping, and also the least-organized, was inspired by the Arab Spring to oppose the dictatorship and struggle for political freedom and economic reform.

Mubarak was ousted, but the army’s power was preserved. It began taking steps to return to power immediately. The army was able to manipulate the legal process, to rush through a constitutional process, and to rush to an election that denied the ‘civil society’ group the chance to build an organization that could compete electorally with the establishment’s party or the Brotherhood. In the May-June 2012 elections, the relatively unorganized ‘civil society’ split the vote, and the Brotherhood defeated the establishment candidate.

In the months that followed, the army retained not only control of key aspects of the economy, but also many key government portfolios and executive functions. The army was able to manipulate the rationing system to exacerbate economic problems while the Brotherhood government took the blame. The Brotherhood alienated the majority secular vote with its policies of social control and its alliance with the army against secular political protests. The Brotherhood eventually generated massive resistance against it, which the army took advantage of to re-take control in the July 2013 coup.

The internet may not have made dictatorships obsolete, but Egypt’s rulers are working on developing a model of dictatorship for the internet age. In the seven months since the July coup, Egypt’s new dictatorship, which is made up of the same establishment as Mubarak’s dictatorship, has used extraordinary violence to try to thoroughly crush those forces that overthrew Mubarak in 2011.

The first order of business was to keep people off of the streets. When those who opposed the July coup used some of the same methods that had overthrown Mubarak, namely street demonstrations and sit-ins in public squares, they were surrounded and massacred, with huge massacres taking place in August.

Supplementing the massacres on the streets were mass, as well as targeted, arrests, and the return of long-term administrative detention. Legal processes, always under the oversight of the army, are a very important part of Egypt’s dictatorship. A constitutional referendum was held on January 14-15. Those who campaigned for a “No” vote were arrested. The referendum passed with the kind of massive majority that marked Mubarak’s electoral exercises.

The government is in the middle of a counterinsurgency war in the Sinai, on Egypt’s border with Gaza and Israel. The government’s opponents, the Bedouin in the Sinai, are labeled terrorists, and anyone questioning the government’s counterinsurgency policy is similarly labeled.

Information management has been key. Journalists were arrested in advance of the constitutional referendum and are still being held. The dictators treat internationals – journalists or other members of civil society – to the same arbitrary legal processes as locals: long detentions, administrative renewals, frivolous charges. Meanwhile, local media, especially television, under concentrated establishment control, engage in virulent propaganda. The main theme in the media is that everyone who opposes Egypt’s dictators are terrorists, starting with the Brotherhood and going from there to everyone – including secular civil society – who opposed the coup. Or, indeed, who writes or says anything about the coup.

Sharif Abdel Kuddous writes of the Al Jazeera staff currently detained on terrorism charges (http://madamasr.com/content/war-journalists) that ‘prosecutors assigned a team of “media experts” from the Egyptian Union for Television and Radio to inspect equipment seized from the hotel where Al Jazeera English was operating. The technical reports show that “the footage was altered and video scenes were modified using software and high-caliber editing equipment.” So they used Final Cut Pro. They edited. They probably even selected the fiercest footage of clashes for their reports.’

Sharif also quotes from the new anti-terrorism bill: ‘Article 21 of the bill is astonishing in its vagueness and scope: “Anyone who directly or indirectly promotes acts of terror, either verbally or in writing, or through any other means of broadcasting or publishing, or through letters or online websites that others can access, shall be punished by imprisonment for a term not exceeding five years.”’

So, seven months later, we have the new Egyptian dictatorship’s answer to the internet: monitor its users, jail its journalists in Egypt, and use it to broadcast messages of hate and misinformation about political opponents. So far, it is working, but it won’t work forever. Not because of the internet, but because of the people. Dictatorships are overthrown when people lose their fear, and the Egyptians have lost their fear more than a few times in recent years.
